The Michigan Commission on Indian Affairs refused to grant Lumbees college tuition waivers, causing “an undercurrent of bitterness among the approximately 2,000 Lumbees in the Detroit area.” The federal government accepts LRDA certification of 1/4 Indian blood for college scholarships, but the Michigan Commission does not.
