Remarks from a public meeting debating the Siouan Bill vs. a substitute Cherokee Bill.  The Siouan name would eliminate connection with the Lost Colony.  The Cherokee Bill would allow connection with Cherokees in western North Carolina and in other states.  Mentions an 1806 treaty with the U.S. government signed by John Lowry on behalf of Cherokees of Robeson County.
