Williams is a law professor and director of Indian Studies at the University of Arizona. He is an honorary judge, and he serves as legal advisor to southern Arizona's Tohono O' Odham Nation (formerly known as Papago). His scholarship and teaching focus on Indian law; legal issues regarding energy and natural resources; and philosophy of law. He has published two books in these areas.
