Annotation: 

The Lumbee Tribal Council was planning a closed door meeting between council members and the companies developing the Atlantic Coast pipeline. Robin Goins found in the tribe’s constitution that “ ‘all proceedings of the Tribal Council shall be conducted in public session’” (para. 4). Some people, like Goins, oppose the pipeline due to the environmental threat, but proponents say it will bring jobs to Robeson County.
