This year’s hurricane season has begun. Emergency personnel are still cleaning up from Hurricane Matthew. Hurricane Matthew caused 4.8 billion dollars in damage, and North Carolina has received $630 million for relief. Governor Roy Cooper says, “ 'The $1.3 billion in state and federal relief funds dedicated so far are a start but much more work remains. I will continue to work with the legislature, congressional leaders, and federal officials to bring the resources necessary to help families and communities rebuild’” (para. 7). More funding is expected from FEMA later this summer. 

Part of the funding will be devoted to do hazard mitigation in neighborhoods. One problem is how long funding takes to go through; the process is slow, so it is taking longer to reverse the damage.
