Annotation: 

James E. Chavis called it “the greatest federal government benefit received by the Indians of Robeson County since their first petition to the government ... in 1888.”  The Council believed they had received semi-official recognition from the Interior Dept. in a letter from John Collier, Commissioner of Indian Affairs.  James E. Chavis noted a telegram from the Ellsworth field division of the 1935 farm census, stating that the census would list Indians in North Carolina separately as Indians, not as colored.
