Brief mention. In this review of the significance of the 1961 American Indian Chicago Conference (AICC), mention is made that: (1) there was concern about the attitude of members of federally recognized tribes that people from unrecognized tribes were “not really Indians.” To signal the AICC's acceptance of the claims of unrecognized tribes, Judge Lacy Maynor was named to the expanded steering committee. (2) AICC's final document, Declaration of purpose: the voice of the American Indian, mentioned the Lumbee and other unrecognized tribes, serving as an impetus for the creation of the BIA's federal acknowledgment process.
