Annotation: 

Between 1997 and 1998, Robeson County's farm income declined $40 million. This amount is double the county's annual payroll and double the annual property tax collection. The drop is 20% of 1997's total farm income. Possible reasons for the drop include drought; the shrinking tobacco quota (tobacco is the county's #1 crop, earning three times as much as soybeans, the #2 crop); and low prices for farm products.
