Two Robeson County sheriff’s deputies were searching for stranded residents after the flooding brought on by Hurricane Matthew when they found a man on the side of the road. The man allegedly became hostile and was shot after a handgun was seen.

The State Bureau of Investigation is investigating the matter. This added “another layer of tension” to a struggling area after the immense flood damage suffered after the hurricane. Racial issues were already being talked about because of where the floods had taken place. Most black and Lumbee tribal residents lived on lower ground, and that saw a higher level of flood damage. North Carolina has conducted more than 2,000 water rescues since the flooding started.
