Annotation: 

The Tribal Council's Federal Recognition Committee, in a recent meeting, discussed the fact that a decision on whether or not to operate casino gambling—if the tribe gains federal recognition—cannot be made by the Tribal Council. The issue would require a referendum vote by tribal members as well as approval by the governor of North Carolina. Members of the Federal Recognition Committee plan to emphasize, in public speeches throughout the tribe's territory and in Charlotte and Raleigh, that the tribe's motivation for seeking federal recognition is assistance for housing, education, and health care.
