University of North Carolina campuses are offering tuition breaks as part of the NC Promise plan, a plan that give NC residents and out-of-state residents a highly discounted tuition rate for their first year. One of the qualifying school is UNC Pembroke in Robeson County. Completed applications are up 50 percent at UNC-P, where the marketing budget was quadruple to bring in more prospective students.
