Recommends passage of H.R. 1426 without amendment. Includes text of the bill, a useful background statement, and a section-by-section analysis. The BIA’s Office of Tribal Services strongly opposes enactment of the bill, believing that the Lumbees should go through the petition process. The major deficiency found in the Petition is that “the Lumbees have not documented their descent from a historic tribe” (p. 16).
